e-ATA Carnet – User Info

The global digitalization of the ATA Carnet system is currently underway, with an increasing number of countries transitioning to the e-ATA Carnet, which complements the existing paper-based system.
During the transition period, which will last until 31 December 2027, both paper and digital ATA Carnets will be used in parallel, depending on the level of digital implementation in the countries involved in the journey. The Economic Chamber of North Macedonia will continue issuing ATA Carnets in paper format throughout this period.
However, companies and ATA Carnet holders travelling to countries that have introduced the e-ATA system are advised to familiarize themselves in advance with the applicable procedures and requirements for using the digital ATA Carnet, in accordance with the rules of their destination country.
Paper ATA Carnets remain fully valid and will continue to be used in accordance with the existing procedures until their expiry date. The gradual transition to a fully digital ATA Carnet system will take place as part of the global implementation process.
How Is the ATA Carnet Used During the Transition Period?
Scenario 1: Travel Between Countries Using Paper ATA Carnets
When both the country of export and the country of temporary import use paper ATA Carnets, only the paper carnet is required.

Scenario 2: Travel from a "Paper" Country to a "Digital" Country
When travelling to a country that has implemented e-ATA procedures, users may be required to use the digital version of their ATA Carnet through the ATA Carnet App or ATA Carnet Desktop, in accordance with the procedures and requirements of the destination country.

Important:
Holders of ATA Carnets issued in North Macedonia who are travelling to countries where the e-ATA system has been implemented should familiarize themselves in advance with the relevant procedures and with the use of the ATA Carnet App and ATA Carnet Desktop, where applicable.
Scenario 3: Travel Through Multiple Countries (Paper and Digital Procedures)
If your journey includes several countries with different levels of ATA Carnet digitalization, you should verify the applicable customs procedures and requirements for each country before travelling.
