The Chamber Investment Forum was established by the six chambers of commerce from the Western Balkans region (the Chamber of Commerce of Macedonia, the Union of Chambers of Commerce of Albania, the Foreign Trade Chamber of Bosnia and Herzegovina, the Chamber of Economy of Montenegro, the Chamber of Commerce and Industry of Serbia, and the Chamber of Commerce of Kosovo) with the aim of intensifying cooperation among the chambers towards implementing joint activities that are in the interest of the business community in the region.
The Chamber Investment Forum was established through the implementation of the conclusions from the „Berlin Process“, by strengthening regional cooperation, on August 27, 2015, in Vienna, during the Vienna Summit, which emphasized the intention for active involvement of the national chambers of commerce in achieving the concrete goals of this process. In July 2017, the office of the General Secretariat of the Chamber Investment Forum was opened with headquarters in Trieste, and in February 2019, a regional office of the Chamber Investment Forum was also opened with headquarters in Podgorica. These two offices serve as the main support in the region responsible for the implementation of joint projects of the six chambers.
The Chamber Investment Forum, as a platform of the six chambers of commerce from the Western Balkans region, takes active participation in the implementation processes of projects that are important for the economic prosperity of the Western Balkans countries and is one of the leading stakeholders for the implementation of the Multi-Annual Action Plan for the Regional Economic Area. The activities of the Chamber Investment Forum are focused on improving the competitiveness of the economies in the region by connecting the business communities of the six countries, improving the business climate in the region and increasing trade exchange with the Western Balkans countries, but also beyond, through increased regional economic cooperation, promotion of further trade integration, introduction of a dynamic regional investment area, facilitation of regional mobility, and creation of a digital integration agenda.
The joint activities of the chambers were finalized in Trieste with the opening of the office of the permanent Secretariat of the CIF, which will be the main support for the business community in the region responsible for the implementation of joint projects that will become part of the multi-annual plan for creating a regional economic area in the Western Balkans. These projects are planned to contribute to raising the level of investments, competitiveness, and free movement of labor.
The activities through the projects that will be implemented through the Chamber Investment Forum are based on several key issues:
- Increasing the competitiveness of companies from the region through joint participation in fairs and other international events, creation of joint products and supply chains, and joint presence on third markets;
- support for the process of digital transformation of companies through certification of digitalization consultants;
- creation of services tailored to the needs of export companies;
- introduction of the dual education system, aimed at providing qualified staff according to the needs of companies, and ensuring conditions for regional mobility.
The Chamber Investment Forum, with the support of the European Bank for Reconstruction and Development, prepared the Regional Investment Platform (www.investinsee.com), where all necessary information related to investment conditions and benefits can be obtained, as well as answers to specific questions from the business community interested in investing in the Western Balkans countries, including a database on macroeconomic indicators, legal framework, market conditions, financial and other incentives, potential partners and suppliers, as well as specific projects available for investment. Among other things, the Platform contains a Legal and Tax Database, which includes detailed information that may be of interest to investors wishing to start activities in one of the Western Balkans countries – including, among others, issues related to company registration, capital markets, public procurement, employment, tax and customs regime, visa regime and obtaining work permits for foreigners, dispute resolution, and the legal framework related to investment protection.
